I just wanted to add here that from my experience Picture It was VERY basic, hardly a precursor to DIP. MS PhotoDraw is definately the previous version of this new program. I got it bundled with MS Office (late 90s), I think it was discontinued 2002. I still use it because I find that the newer version includes a lot of Microsoft's "dumbing down" features - ie. not letting you do things yourself/hiding things behind pretty pictures, which is the case with XP. I find DIP doesn't set print sizes so easily. But the "new" layering window is great - beats having to tab through my elements to find the one I want.
