I was looking for a particular effect and found some great free filter links for PSP!
Free Filter Links from PSPUG (http://www.pspug.org/filters/filtersff.shtml)
PSP Free Filters (http://www.angelfire.com/hi3/donefornow/pspfree.html) (Note: Lots of crazy pop-ups)
By the way, I think most of these are good in PS and PSP, I am not sure about other programs.

I use filters quite a bit and some of them are just simple and others more complex! I purchase Blade Pro years ago and upgrade to Super Blade pro. They also have a lot of add-on filters/presets for those programs.
I.C.Net Software has Filters Unlimited 2.0 that has a lot and very easy to use!
I haven't used any of these yet, but I JUST found the PSPUG site, and it's a lot of fun. I've just been using online tutorials, the Help file, this site, and the Jasc forums, but lots of good resources at that one. Found a link on Jasc's site while waiting for customer service to fix my upgrade link. check it out, for those filters and for the other resources; I'm pretty sure it's all non-commercial/free

What Filters are and what are they used for?
I don't really play around with any of the extra stuff unless I'm doing a tut. so any info advice would be great :o
TYSM~~~ Mary
Filters are just ways to alter an image. In Paint Shop Pro they're under the Effects menu, in PS/PSE they're under the Filter menu.
There are filters included in software, and there are filter you can buy or download called third party filters or plugins. Alien Skin, AutoFX, EyeCandy, Simple, AV Brothers, Virtual Photographer, Super Blad Pro, Redfield are some common plugins makers.
For instance, you can use a filter to turn a photo into a painting, or a filter to put a curl on your page corner, or a filter to blur an image, or pretty much anything you can imagine. They're little bits of code, usually an .8bf file extension.
They're a whole new world, lots of fun!
Take a look at the those included in your software, and ask any questions. Lauren also does a Filter chat every other Monday using various free trial plugins
