Ok so this one came out and supprised me - Ive downloaded filters/software and even wrote a tutorial in my beloved DIP and shock horror "manually" played with settings to get cartoon effects.

BUT here is some software Kodak Easy Share Software - its FREE

Personally i would not use this software for anything but turning my photos into cartoons - but supprisingly I just downloaded and installed and went hunting around for the Cartoon effects - yep one click and it turns your photos into realistic cartoons - really love this style - one of the best cartoon styles ive seen - very supprising!!!A must have for cartoon effectsHere is a link - if your lost
