I am using photoshop 7 - beginner. I can't figure out how to get a drop shadow on my photo and then be able to put the mat under it (with drop shadow). I'm sure it is something simple, but just can't figure it out.

Like this:

This needs to be two separate layers. The photo on one layer with the drop shadow, the mat just a larger-than-the-photo shape on another layer with its own drop shadow.

Some tricks:
double click on the layer thumbnail to get the layer styles dialog box to pop up, then click Drop Shadow, or click the little F icon in the Layers Palette and choose Drop Shadow

if you want the shadows exactly the same, then drag the word Drop Shadow from one layer thumbnail title (will be under the title) and drop it on the other layer you want it applied to.

OR right click on the layer thumbnail with the drop shadow, Copy Layer Style, then right click on the other layer you want it applied to and right click, Paste Layer Style.

If you have many layers to apply it to, link them all (click the empty box next to the layer thumbnail, a little chain link should appear). Then after you copy the layer style, right click on one of the other layers, Paste Layer Style to Linked
