Gel glass effect

Hi, I was wondering if there is a way to make items, such as letters, have a gel or glass look and they are in a puffy effect? I use PSP X. I know Photoshop users can use Atomic Cupcake for this feature. Thanks

Photoshop users have multiple ways to achieve this sort of look - you certainly dont need an action to do it!!- but in PSP I imagine you would need an external filter perhaps to do it easily - perhaps some of the PSP experts might help out
