help with pic

I am trying to figure out how to make a pic almost transparent.. I would like to use it for a background, but Ijust down't seem to find the right look... I am using PSPX. Can anyone help me please?

Open the picture in PSP. Go to Layers > New Raster Layer, press OK. Set your foreground colour to white, or any other colour or pattern that you'd like to be predominant in the paper you're making. Activate the flood fill tool (looks like a paint bucket) and left click on the picture once. Now go to Layers > Properties (or use the Layers Palette, if you know how) and lower the opacity of the flood filled layer until you can see a little bit of the original picture shining through.
