My Photos are underneath my other layers!

I'm using Photoshop 7 and when I add a photo to my page, it goes under my backgrounds. I have two backgrounds on the page and it's hidden underneath. How do I get it on top?

In your layers palette click on the photo layer and drag it up the stack so it is above your other layers
