Nice article explaining the difference between vector graphics and raster ones!
In PSP there are a few things you can draw that you can choose whether they are raster or vector images. Preset Shapes can all be either one, Text can be either one, and lines drawn with the pen tool can be either one. The advantages to having them be vectors is that you can resize without loss of quality until you have it the right size.
The downside is that none of the effects, and most of the tools won't work on them until they've been turned into a raster layer.
I will often keep my original vector layer in a duplicate and make it invisible in my master file just in case I later decide I need to tweak that part again. Then I perform whatever actions need to be done after I rasterize the visible one.
The Art Media layer that PSP has is just a special mode for the art media tools. They're never EVER going to be vector images. But you can turn them into raster layers and then manipulate them with any of the regular PSP adjustments, effects, etc.
