Why does PSP sometimes not allow one to drag a layer higher or lower in the palette? Sometimes it does, and sometimes it has a Null (ghostbuster) sign showing it's not allowed.
I haven't been able to discover any pattern for this behavior. I thought it would allow to drag up, but not down, then I thought the other way around. Then I thought it was only when the Deform Tool was selected that it didn't allow moving things.
Sometimes it will let me move a layer up but not down, others it will let me move it down but not up!
Usually I just move the other layers so everything is stacked the way I want, but sometimes there are so many to move it's a total pain! Usually if I wait I can move it later after doing something else, just can't figure out how to get it to behave!
So what's the deal? If it won't allow me to rearrange something in the Layers Palette, is the option in Layers>Arrange also grayed out? I've never checked...
