LOL! A friend asked how these are made, would love to find a tut or the how to on making these curly ribbons.
Is it possible to make curly ribbon like this in PSP?
Is there a program called My Label maker?
Any and all info would be Awesome guys, Thanks! :)

There is a program called My Label Maker. I have used it but it is not so easy.I downloaded Avery's free label maker program and it works great!

It’s time consuming but it is possible to make curly ribbons manually.
I’ve done it with PSP. :)

They are little different from what you showed us, but the technique is same.
The basic concept is same as the tutorial for Folding Ribbons (http://www.digitalscrapbookplace.com/university/tutorials/pspx_foldedribbon_sjs.shtml). You just need to adjust the angle of ribbons and you need more ribbon pieces (means layers) to make it look like curled/ folded.
I think that tutorial for Folded Ribbons is a good start to practice.

sure, just make a ribbon, then use the point to point lasso to cut it up: after selecting use Selections>Promote to Layer. Then Deform/Pick tool to rotate the pieces, and the dodge and burn brush or lighten darken brush to add the shadows and the highlights. This is where observation comes in, and practice "hand painting" the shading. The 231 PSP class by Lori Davis is great for this: she goes over twisting and tying bows with ribbons!
