I was just wondering what the ethics/laws are on finding graphics from other sources such as wrapping paper or childrens books and then making them your own.

For example, I have found some great word art and patterns on some wrapping paper that I would like to make use of on a scrapbook page in future. I was hoping to scan the parts I wanted and jazz them up a bit...

Are there any issues with copyright etc in regards to this?

As long as you are only using them for personal use then you should be fine :)

the cardinal rule of copyright protection is: "are you depriving someone else of income/credit?"
This wrapping paper creator doesn't make scrapbook graphics, so no loss of income there. Properly credit if you can remember. Definitely do not sell or give away in large quantity.
In almost all cases, copyright holders are generous with this type of thing if asked. If you have any contact info, just shoot an email and they'll probably be grateful and tell you it's no big deal.
