I've decided to start the process of converting completely over to digital and phasing out a lot of my paper supplies. But, there are a lot of really nice designs in papers and in embellishments that I'd hate to loose. If I scan them, can they be cleaned up to a quality that will work with digital scrapping?

Yes they could BUT wouldn't that be a breach of copyright?

they can if you scan well. just destroy those when you use them to respect copyrights. but you can also just use the paper supplies on your digital pages too! make hybrid pages until you run out. of course i just gave up and put my whole lot of paper scrapbooking stuff on ebay! :D

And if you do scan, you can only use them once and then delete the file, because if you only bought one piece of paper, you couldn't use it over and over :)

As far as copyright goes, as long as I'm not selling it or giving the scanned items to others and I've purchased the product, why would it breach copyright?
it would breach copyright if you used the scan over and over or used or gave away the paper you scanned. It's one-time use you purchase with a sheet of paper. Also, some papers have copying in any form against their copyright, even if you destroy the paper and use the scan or copy only once. Best way to find out is to contact the manufacturer.
You can also do hybrid scrapping to use up all your old supplies. That's really fun and looks awesome! You print your photos and any other digital graphics and paste them onto your backgrounds, or make a digital page and paste on your traditional embellisments after printing.
