adding photo to layout-going into background only

I have been having difficulty making progress in PSE 3. I have been following the tutorial-step by step.. for some reason, no matter what I do, my photo keeps going into the background layer...which is locked. I have made it to the point in the tutorial where I need to add the photo and I cannot. It will only go to this background. HELP! What am I doing wrong? Is this program this difficult? Or is it just me?? Thanks, Kim

Try this- go Layer- New - and then paste or move your photo in - it should then be on its own layer

I've heard this before, where someone drags or copies an image and it doesn't create its own new layer, just is on the background layer. Anyone have ANY idea why this happens? Is it a Preference setting, or is there some way to NOT have to create a new layer first. I just scratch my head whenever I hear it; even the tutorial on layers in the PSE Help file says it should paste onto its own layer...??? :confused: Anyone know why?
