I know that I am going to sound like the world's biggest idiot asking this but ... what is Image Ready and do I have it because I have PSCS? I saw another thread where somebody said they installed Image Ready instead of PSCS because it came bundled together.

If I have it, where is it, how do I access it and what would I use it for?

yes

look at the very bottom of your toolbox, there are two icons: the PSCS feather with an arrow going to the Image Ready icon. Click that to open Image Ready

It's to edit images to get them ready for the web, mostly. Use it to make animated GIF filtes for your avatar, blinkies, etc

Open the Animate Palette under the Window menu. The new blinkie tutorials will help you learn to make them: there are two

have fun!

What do others use Image Ready for? I only make GIFs with it, but I'm SURE there are other purposes! Any ideas?

Is image ready only in PSCS? I have photoshop elements and can't seem to find it.
