I have some layouts that I created in DIP9 that I want to open in PSCS, resize and then place onto a new, larger, black canvas. Before I drop them onto the new canvas, I would like to save the resized layouts for future use.

(I'm doing the resizing in PSCS rather than DIP9 because, for some reason, I cannot seem to resize them accurately in DIP9, even though they were created in that program!)

Anyway, the DIP9 layouts are saved as .PNG. When I bring them into PSCS and resize them, should I do a "save as" and choose .PNG or .PSD? Does it make a difference in quality?

doesn't make a difference in quality, but PNG will be a much smaller file. Most pro printers will take only JPG, so check out what yours will accept to decide.

Image quality isn't an issue unless doing things like resaving. You can create a layout in PS, then save as a jpg, and it'll be as high quality as a psd image would be. It's the opening and resaving that'll make a JPG lose quality. PSD and PNG won't lose quality when resaving.
