I already own Photoshop Elements 5; however, I am looking for another program that handles pen tools. Unfortunately, I cannot afford to buy a program. Is there a good FREE program out there that uses pen tools? I've tried GIMP, but it just doesn't get the job done for me. Can anyone help?

I was going to suggest the Gimp - sorry I don't know of any others that are free. I believe Paint Shop Pro has a pen tool - but it isn't free (although it is much cheaper than Photoshop)

GIMP would be fine, except it doen't have a "draw path" option. Just the design path. What I mean by this is that it doen't allow me to draw it on my own. I have to draw a straight line and go from there. Then again, maybe it does have this option. Maybe I'm just not familar enought with GIMP. Tutorials would be nice also. Thanks!

I don't know if this will do what you want or not but there is Inkscape - a free vector graphics program.
http://www.inkscape.org/
About Inkscape
An Open Source vector graphics editor, with capabilities similar to Illustrator, CorelDraw, or Xara X, using the W3C standard Scalable Vector Graphics (SVG) file format.
Inkscape supports many advanced SVG features (markers, clones, alpha blending, etc.) and great care is taken in designing a streamlined interface. It is very easy to edit nodes, perform complex path operations, trace bitmaps and much more. We also aim to maintain a thriving user and developer community by using open, community-oriented development.
