Chris, Thanks for this tutorial. I appreciate it. I have not been using PSP XI yet, I still use either PSP 9 or X. I just about learn how to use one verion of PSP then they come up with another version. I can't afford to keep upgrading. I realize they have to be making money but in this economy I will keep what I have. Carti

Gosh, I've Googled, and been to the Adobe Web site for a CS3 or CS4 tutorial like this..
there are 3 party plug ins (if you want to pay for them...)
but the closest I can find
Is in CS3 or CS4
Go to Filters > Artistic Filters... there is Paint Daubs and Smudge Stick - It will get you close... but not as cool as this tutotial...
And, I saw big gripes from users that this isn't available... hmm

But just google the version of PSE or CS that you have..
And, like ADOBE CS4, SMEAR Color
And, up will pop up the plug ins, that will be appropriate for your version...
If you still can't find it.. I will help... but a little busy today getting ready for a get together...
