Brushes are just the shapes your program uses to put color on your image. Your standard PSP brushes are the circle and the square you see in the options toolbar when you click on the brush (or eraser) icon. you can change the settings (size, thickness, opacity, etc).
PSP comes with a bunch of brushes - when you click on brush icon, there's a little down arrow next to the black circle that is your default brush shape. When you click on that you can choose from a list of available brushes - like squares or circles in different sizes, "marble" or "smoke wisp".
Each of these brushes will behave differently when you use them. You should spend some time trying them out - painting color onto a blank layout to see what they do. Change around the settings to see the effect it has.
You can make your own brushes from shapes you like, or download them from the internet and install them.

The paint brush tool is the 10th one down from the top in the list of icons. Looks like a paint brush. Brushes also work with the eraser tool.
you use brushes to control how you effect the layout - a hard solid brush will put on (or take off) a hard, solid line of color. A soft fuzzy brush will will on (or take off) a little tiny bits of color.
