This morning I was working on creating a fold and I need to use my burn and dodge tool. I kept burning the bottom layer and NOTHING was showing up. I checked the exposure, it was set at 100%. Why isn't this working? ANy ideas?

try changing the range option in the options bar. You have three choices:shadows, midtones and highlight. Midtones setting will change the range of grays, shadows will change the darker areas, and highlights will change the lighter areas.

When I have problems with these tools, I either am trying to dodge and burn on the wrong layer or I've lowered the opacity on the brush so much that nothing is happening.
You said you were trying to dodge and burn the lower layer. That is probably your problem since you probably can't see the lower layer.

I ended up restarting PSE...still had the same problem. So I restarted the 'puter and the problem was fixed.

Strange? No. When in doubt, turn the computer off and restart. That is always the first line of defense in any computer situation. Works on anything electronic as well, including things you don't think of as having computer chips in them.
