Error Message in PS CS

I'm getting an error message when I try to use the line tool or custom shape tool in ps. I've opened a new layer to draw the shape on, but this is the message I keep getting.

"Could not use the custom shape tool (or line tool) because the affected area is empty or does not overlap the canvas."

Anyone with any ideas about this???
