brushes and resolution

I'm working on creating a set of brushes in PSE, but I'm confused about what resolution they should be. I've tried creating the artwork for the brush in a variety of sizes and resolutions but when I try to use them they still seem too pixely.

I'd make them 300 dpi no matter what size you actually make them. That seems to work for me.

All my brushes are at 200ppi as that is the size I scrap in and do all my creating - You will not be able to use a brush bigger than 2400px anyway - which is 12 inches at 200ppi.
