I am trying to make a corkboard with a metal border around it and I have tried everything I can think but nothing is working right lol. I got the idea from a site the exact border on the site is what I am trying to do http://www.marion-raven.com. Can anyone check it out and see if they know of a tutorial that can explain it to me lol. I want the little corner things to where it looks like they put the border together. Thanks!! :D

That is going to need some beveling, shadowing, dodging, and burning. I would probably do them all in separate pieces rather than one large border.

Mitered corners are easy once you see how to cut them with the Polygonal Lasso tool (or point-to-point selection tool in PSP)
I show this technique in my DSU 361 class, Adv Element Creation in PSE. Each side is its own layer
Here's a PS tutorial to see how to cut the shapes. I also like the gradient used for depth:
