I'm not sure about this, but you could try it. I have PSPxi so I'm not sure if it's the same for every version.
You know where you use the little bucket to fill something with color? Try this. Open up whatever image it is you would like to use..striped paper, a picture, etc.. Look at the area where you pick a color to use.....right click in the color box and a window will pop up (it says material options in my version) and give you three options- color, gradient, pattern. Pick pattern and then click the arrow on the current pattern box and it will show you a bunch of patterns and the images you have open should be included in that. Click which one you want and click okay. Then choose your bucket and fill. I think whatever it is you're going to fill needs to be a selection first? Not sure. I'm not so good at this technical stuff, so hopefully someone else can come along and explain better
