Commercial version of PSE for S4H/S4O use?

I would like to create kits, papers, etc. to sell. Does anyone know if I need to use a commercial version of PSE to do this or can I just use the regular version? Thank you for any help!

I'm not sure there is an cheaper version of pse than the standard version.. Its relatively inexpensive..often on sale .
The regular version is the "commercial" version.
Most designers would use the Photoshop rather than elements though but I've known designers who used elements for a while .
