Changing the stacking order in PSE 3.0

I keep trying to change the stacking orders of my layers on a couple of layouts. Even though I drag a layer I want to stack above or below they drag but then go back to where they originally were. I am trying to fill two blank spaces on a prebought layout and want the photographs behind the prebought layout. Help would be much appreciated.

Does the pre-bought layout have a background status, if so Alt-double click it in the layers pallet to convert it to a "normal" layer and you should be able to put photos behind it once the name changes to layer 0.
