can i ...

Can I take a page paper I have with a great repetitive pattern on it then select a portion of that page and use it like an embellishment or stamp?

I use PSE 5.0 and I am still finding my way around the programme.

If you are talking about an actual paper you bought, you can - but technically under copyright laws you then can't use the paper for anything (one time use is all you can do).
If you are talking about a digital paper, then you can reuse it to your heart's content as long as you don't sell it, or claim it as your own creation.

If you are wondering HOW to do this ...
  1. Activate the layer with the digital 'paper' that contains the design you'd like to use as an element elsewhere in your layout.
  2. Using the Marque Tool (press M once) draw a selection around the portion you'd like to convert to an element.
  3. Press CTRL + J (creates a new layer with a copy of your selection)

Now you can apply all kinds of styles or layer modes to your new 'element'

I love doing this! Just follow those instructions to select and copy that part of the image. I also like shrinking full sheets of background paper down and duplicating them to make strips of ribbons etc.
