creating stamps

Im new and have alot of questions. Starting with stamps. Like the ones on this page...

I know there are places to go and download them. I know how to make a brush from any pattern. What Id like to know is how the original florishy design is made in the first place. Can anyone tell me about it?

Also, is there a free .rar extractor?

The original designs are either drawn as a vector file by the designer or are graphics already done and designers have purchased a commercial use license

I believe winrar is free. do a google search.
