OK as two of you have asked- I used an ancient program (Art Master Classic) which seems to have a series of filters which "find edges", and other filters which give what I can only describe as "flattened colours"- I then used those two images in PSP and used "multiply".
I tried to get a similar effect using only PSP but could not get it exactly the same- you can get something similar by playing with "Effects, Coloured Edges", then duplicate and multiply . I erased all except the figures on one of the two layers. This gave me quite a good "edge" effect to work on. I then use Image adjustments to increase brightness, decrease shadows, increase highlights. You have to play with the settings.
For your coloured, "painted" layer, use any technique you think best- I used Art media effects, brush strokes at default settings. Then final step is to multiply the layers.
Buzz simplifier plugins will give similar effects too- it's a free download for PSP and Photoshop
